ACTION #252 explained all of this, in one of the clunkiest origin stories I've ever read. Basically, when Krypton exploded, one of its major cities, Argo, ... Of course, this was all short-lived, as Supergirl was immediately enslaved by the Children of Trigon, leading into her brief involvement with Team Titans.
