Unfortunately, there is a water saving idea that has circulated for years, that says if you put a brick in the toilet tank you use less water per flush. ... In addition, a brick will not displace enough water to matter. There is always an inch or so of water left in the tank when the flapper closes and the tank begins to refill.

Repair a toilet that doesn't completely flush ... Because the level stays the same, the force with which the water drives into the toilet also stays nearly the same, just for a shorter length of time. Just take care not obstruct any of the toilet's moving parts!

Take a bucket of water and dump it quickly into the toilet bowl. If it flushes normally (like when you flush a working toilet), water is not getting from the tank INTO THE BOWL fast enough. If it doesn't flush normally, water probably isn't getting OUT fast enough.

The amount of water in the bowl looks like the amount in any regular toilet--it's not extremely low, as in those special toilets that are meant to use less water.
