For some reason, a lot of Sago Palms have "matured" this year and are producing flower spikes. You don't have to remove the flower spike but you can remove it if you want. If left on the plant, the odds are good that it will produce fruit containing seed.

Transplanting a mature sago will certainly be a job. Besides being sharp, digging up a well established sago can be challenging. Palms typically have a tap root, which means the root grows downward. The crepe myrtle will have a root system that spreads outwards.

Sagos and most palms can take full sun to full shade. Smaller palms, like the Sago palm and the Phoenix roebelenii are much more suitable for shady conditions, and usually look better when given protection from the sun.
