Like shallow-well systems, a jet pump in a deep-well system needs to be primed to operate. A foot valve at the bottom of the well piping prevents water from draining from the pipes and pump. Jet pumps that have two or more impellers are called multistage pumps.

You would need some equipment and time, though. If the well has a foot valve then it obviously has a drop pipe inside the well casing that needs to be removed first.

If the level absolutely will not remain constant, then the foot valve is stuck open. In that case you will need to extract the suction pipe and foot valve which requires a straight above shot (above the well casing) somewhat longer than the pipe joint lengths (probably 21 feet).
