I always thought it just meant really pleasant, nice weather. Our local weather girl, however, always uses it to refer to the HOTTEST city on the map. She does this every evening and it bothers me. Even when the hottest city is a some-what-uncomfortably warm temperature, she'll decribe it as "balmy".
