In my experience, the very tip of the inside of the flame is always the hottest. That would be, generally speaking, the lower middle part of the flame. This is definitely true for regular Bunsen burners. And no, contrary to one of the other answers, the tip of the ... the tip of the flame is the hottest part of the flame.
