look at the HAPPINESS FAQ for more answers...its really annoying to get him to evolve but you shouldnt be in too big of a rush as togepi/togetic learn the same moves (i believe); getting your eeve to be an espeon before level 36(psybeam for espeon, and take down for eeve) is a little daunting if you play the game a lot...

Yes, you can evolve a Togepi from a trade. The happiness just resets to it's base happiness. Reach 220 Happiness with it, (2 Big Hearts on the Happiness Checker App), level it up, and you get a Togetic. Then use one Shiny Stone on it.
