This keeps the flame low which helps prevent sooting and makes the candle burn longer. The flame melts the wax, the liquid wax is what the flame uses (as fuel) to keep itself burning. The bigger the flame, the more fuel it needs.

What Makes a Candle Burn ... Liquid wax does not burn. Wax has to be in its gaseous state before it will ignite and burn. If you look at the wick of a candle that has already been used you will see that it is all burnt and black.
