another civics h.w ... It's called a "Pocket Veto". The President just stuffs the bill in his pocket and pretends it doesn't exist. If the Congress isn't in session, they can't react to this kind of veto. ... If Congress should adjourn without acting on those proposals, the president has the power to call it into special session.
