There is a movement afoot (which I hope continues to grow) to create a standard federal law that will take it out of the hands of the states entirely and allow conceal and carry just for the asking and cause all states to be reciprocal with one another.

65.7% of the US population lives in "Right To Carry" (Vermont, Alaska & 37 "Shall Issue") states, ... Most states CCW laws lend themselves to easy categorization as either "Shall Issue" or "May Issue". Alabama is an exception. It is worded in such a manner that it could well be placed in either category.
