This procedure has remained unchanged since the OAS Charter was drawn up at the Ninth International Conference of American States (Bogota, Colombia, March 20-May 2, 1948) when 21 states participated. At present, 35 American States have ratified the Charter and are Member States of the OAS and, thus, members of CITEL.
