You don't need a JP to certify a copy, any police officer can, school prinicpals can etc. ... Some authorised employees of statutory authorities can also certify documents that relate to their field ; Most such employees can certify *any* document, in the same way a JP, police officer, pharmacist, solicitor etc can.
