Germany was the first European power to colonize Rwanda (1899), but it turned over the territory to Belgium in 1917 following its defeat in World War I. It was under Belgian colonial rule that ethnic divisions became defined and the categorization of Tutsi and Hutu became more rigid.

And the king came from the Tutsi until 1896 when Germany came to colonize Rwanda. And after Germany it was the Belgium. But I can tell you that our culture is one culture and one language. Tutsi, the Twa, and the Hutu, they are the same people, with a good culture and with a good governance.

With this history in mind it makes me wonder if, without the influence of external countries, Rwanda would have done the same? Because, however devious the pre-colonial Tutsi nobles were, their cruelty was magnified ten fold when Europe began to colonize Rwanda.

Rwanda and Berudi were given to Germany, and were administered as a joint colonial territory. Germany did not intend to colonize Rwanda and Berundi for European habitation, and so adopted a form of indirect rule. Germany sought an elite class that could act as functionaries to rule indirectly.

But the very group action and attention to order reminds one of Germany (and the Germans were the first Europeans to colonize Rwanda, they only lost it to the Belgians after WW1). Could the same qualities of culture that produce weekly street-sweeping (yes, in Africa!) and forbid trash, that give group identity...
