The fundamental point is that smallpox, as a disease, has been eradicated from the world, and yet the US and the USSR both have stocks of smallpox virus. The World Health Organization has called for the destruction of these stocks several times, and they still haven't been destroyed.

Under such tight control, smallpox would, it was thought, never be let out again. Even though the destruction of virus stocks was ordered in 1993, 1994, 1995, and 1996, they have not yet been destroyed.
