A low water level in a bowl can also be caused if the toilet is not properly vented, or the vent is clogged. Poor venting can create a vacuum in the system when a toilet is flushed and too much water will be sucked out of the bowl.

Low water level in toilet bowl. alt.home.repair ... I have a new home (built in 2001) and have a toilet in the 1/2 bath downstairs that has a very low water level. There are no leaks. I have heard that if I adjust the float upwards, so that the resevoir holds more water, the level of the bowl itself will rise.

Low water level in the Toilet Bowl Plumbing ... The toilet bowl in the Master bathroom has a very low water level. It has been getting lower and lower over time. The toilet bowl tank has the correct amount of water in it, so I am not sure as to why when I flush the water level in the actual bowl has been decreasing??

If so could be a venting issue, but if it just started probably a partial blockage. If new home could be a test cap on the roof vent. Couple different options.
