David Wilmot, who represented the district that included the counties of Bradford, Tioga and Susquehanna, tossed in his famous Proviso with a short speech on Aug. 8, 1846. The "Wilmot Proviso" passed the House several times in 1846-47 but was rejected by the Senate.
