When I click Shut Down in Windows XP, my PC goes through the motions of shutting down, then freezes at the message "Windows is shutting down..." This happens both when I hit Restart and Shut Down. I can still use Log Off just fine.

Each question has a drop down menu with selections that say "shut down", "hibernate", "stand by", "ask me what to do", and "do nothing". Choose what you want, then click "apply" or "OK". Windows XP Operating System ... It hangs on "Windows is Shutting Down". I swap out network cables with the PC next to this one. Same thing. I boot into safe mode and then attemp a shut down, no luck, same deal. I log back in normally, disable the network adapter, no dice.

I am running Windows XP Professional and it absolutely refuses to shut down. Every time I tell it to shut down it goes through the motions, but when it gets to the point to turn off the machine, the BIOS screen comes up and the machine reboots.
